Background

WINGS is implementing a multi-year EU FFPA programme focused:

  • Strengthening the enabling environment for philanthropy,
  • Amplifying philanthropy’s collective voice in global and multilateral policy spaces (including the G20),
  • Building the capacity of philanthropy and government on multi-stakeholder partnerships (MSPs).

The 2026 work plan includes multiple interlinked, consultant-led deliverables and time-bound milestones. At this stage of implementation, there is a need for support from a Senior Project Manager to strengthen coordination across different workstreams, ensure timely delivery to internal and external stakeholders, and establish systems that can be sustained internally beyond the duration of this engagement.

Objective

The part-time Project Manager Consultant will support the Director of Collective Intelligence and Advocacy and the Head of Policy and Advocacy to:

  • ensure effective coordination, timely delivery, coherence and outcome-oriented implementation of specific EU FFPA policy and advocacy priorities
  • strengthen alignment and oversight of the consultant-led workstreams
  • light strategic input and support to EU engagement processes

Scope

This is an 8-10 month consultancy with an estimated commitment of up to 8 days per month. Priorities and level of engagement will be agreed on a monthly basis with the Director of Collective Intelligence and Advocacy, and the Head of Policy and Advocacy, to ensure focus on timely delivery and to manage scope appropriately.

The consultant will work closely with the Director and Head of Policy and Advocacy through regular check-ins to ensure alignment, delivery, and effective handover.

The main responsibilities of the consultant are:

  1. Coordination across MSP Workstreams (MSP research, e-learning and existing MSP-linked workstreams such as MSP pilots and Enabling Environment Guide)
    1. Ensure alignment of timelines, deliverables, and dependencies
    1. Ensure consistency across outputs (language, framing, positioning)
    1. Flag risks, gaps, or overlaps early and propose practical adjustments
    1. Identify where outputs are not connecting and propose simple fixes
  2. Design and Delivery Tracking
    1. Support the management of the e-learning and MSP research providers through fit-for-purpose project management frameworks, templates, and processes (e.g. workplans, trackers, reporting formats) for internal use
    1. Establish and maintain simple delivery tracking for e-learning and MSP research providers, aligned with milestones and outputs
    1. Track progress against outputs, timelines, and dependencies
    1. Conduct strategic quality reviews of key outputs (alignment, coherence, usability, not line-by-line editing)
  3. EU Engagement Support
    1. Gather and share intel on key EU developments and support preparation of key EU-facing outputs (briefings, inputs, updates)
    1. Help align deliverables with EU expectations, timelines, and processes
    1. Contribute to the coordination of key engagement moments (e.g. workshops, consultations)
  4. Internal Coordination and Reporting
    1. Serve as the primary coordination point between internal teams and external providers
    1. Prepare concise:
      1. Progress updates
      1. Risk assessments
      1. Decision briefs for leadership
    1. Support internal planning and reporting linked to EU FFPA requirements

Key Deliverables

  • Consolidated workplan and milestone tracker for EU FFPA policy and advocacy priorities
  • Light coordination and tracking tools for internal use
  • Periodic progress and risk updates highlighting delivery status, risks, and outcomes.
  • Inputs into EU briefings and engagement processes
  • Clear handover documentation enabling internal teams to manage ongoing workstreams independently

Skills and Expertise

  • Up to 7 years of relevant experience in project or programme management within policy, advocacy, or international cooperation contexts
  • Demonstrated experience coordinating consultant-heavy portfolios and parallel workstreams
  • Strong ability to design practical management systems that support outcomes, not just activities
  • Excellent organisational, communication, and stakeholder-management skills
  • Familiarity with EU-funded programmes and reporting requirements
  • Experience working with philanthropy, civil society, or development actors is an advantage
  • Ability to work independently in a part-time capacity and prioritise effectively within limited time allocation

Budget and Payment Schedule

The daily fee for this assignment is expected to be up to USD 300 per day. Payments will be made monthly, based onthe number of days worked, with an estimated commitment of up to 8 days per month.

The consultant is expected to start work in early June, subject to contract finalisation.

Eligibility & Selection Criteria: Due to the funding requirements of the EU NDICI-Global Europe Regulation (Rule of Nationality), the selection process is limited to legal entities established in an eligible country under the EUNDICI-Global Europe Regulation (EU 2021/947). Individual independent experts or freelance consultants(natural persons) are fully eligible to apply regardless of their nationality. The full official list of eligible countriescan be found in the EU PRAG Annex A2a (under ‘a2a_ecprogrammes_eligibility2021_2027’).
