ABOUT THE OPPORTUNITY & RESPONSIBILITIES

We are seeking a strategic and forward-thinking Business Analytics Manager to spearhead our growing analytics function. This role is critical to driving evidence-based decision-making, operational excellence, and a strong data-use culture across the organization. The position holder can be based in any of our offices: Addis, Kigali, Nairobi, Juba or N’Djamena.

You will lead a high-performing team of data scientists, engineers, and analysts to design, analyze, and deliver integrated insights across MERL and business intelligence functions. You will partner closely with leadership across Programs, Investments, and Strategy to track results, identify risks, and unlock impact at scale.

This position will report to the Head of Research, and will often represent the organizations’ program outcomes and impact results in internal management forums, public forums, to donors, and other high-profile stakeholders.  They will also be responsible for developing and implementing strategies to improve the organization’s data quality, processes, alignment with various departments, and analysis in order to understand our outcomes and impact aligned with Inkomoko’s theory of change. 

Specific responsibilities include:

1. Strategic Data & Analytics Leadership (30%)

  • Align Inkomoko’s analytics and data governance strategies with MEL, performance, and impact goals.
  • Oversee integration of Monitoring & Evaluation (M&E) and Business Intelligence (BI) systems to deliver high-quality, timely insights.
  • Guide the design and implementation of cross-functional analytical KPIs aligned with the organization’s Balanced Scorecard.
  • Forecast data and analytics opportunities and risks at least 1–2 years ahead using scenario planning and analytics.

2. Insight Generation & Systems Thinking (30%)

  • Synthesize quantitative and qualitative data from multiple sources (SurveyCTO, CRM, finance, etc.) into actionable insights for strategy and execution.
  • Develop and maintain high-quality PowerBI dashboards and approaches that support adaptive management.
  • Translate complex data into accessible insights for decision-makers across programs, operations, and the executive team.
  • Support cross-sectional and longitudinal analyses, learning agendas, and evaluation designs (e.g., contribution/attribution analysis).

3. Data Quality, Governance & Compliance (20%)

  • Develop and maintain high-quality sampling procedures and data collection tools for program evaluations.
  • Establish and enforce robust data standards, validation protocols, data cleaning procedures, and governance frameworks.
  • Maintain a well structured repository of existing and new Inkomoko clients/program data (from 2012 to date) separated by data with Personally Identifiable Information (PII) and one without PII.
  • Guide organizational data protection practices in compliance with applicable data privacy laws.
  • Track quality and efficiency of data processes, resolving systemic issues and identifying solutions.
  • Support cross-departmental efforts to embed a data culture that centers on learning and accountability.

4. Team Leadership & Capacity Building (20%)

  • Manage and mentor a team of analysts, engineers, and BI specialists, providing technical coaching, performance feedback, and career development opportunities.
  • Foster an inclusive, high-performance culture that values innovation, collaboration, and continuous improvement.
  • Support team hiring, onboarding, and resource planning to match strategic priorities.
  • Coordinate with the Research team to ensure data is available for advancing research questions

Requirements

WHO WE ARE LOOKING FOR

The ideal candidate will bring the following:

  • At least 8 years’ experience in MEL, data analytics, or business intelligence roles, including at least 4 years in team leadership.
  • Advanced degree in a relevant field (e.g., Statistics, Computer Science, Economics, Public Policy, Development Studies).
  • Proven experience in developing and managing integrated MEL/BI functions in complex, multi-country development or private sector contexts.
  • Strong technical expertise in PowerBI, Stata, R or Python, SQL, and data modeling tools.
  • Demonstrated knowledge of performance frameworks (e.g., RBM, Balanced Scorecard) and Theory of Change application.
  • Excellent communication and stakeholder engagement skills, with the ability to translate analytics into influence and action.

Preferred Attributes:

  • Understanding of enterprise development, refugee economies, or market systems.
  • Experience with causal inference, predictive modeling, or counterfactual evaluation design.
  • Strong record of coaching, mentoring, and leading diverse technical teams.
  • Experience applying scenario planning and forecasting in strategic decision-making.
