Deadline: 7-Jul-25 The Ministry of Foreign Affairs of Japan is inviting grant applications for its upcoming training initiative aimed at developing the skills of individuals who aspire to build careers in peacebuilding and development. This opportunity is part of Japan’s broader commitment to supporting peace and stability through international cooperation. The Primary Course is tailored for early-career professionals in peacebuilding, international development, and related sectors. It aims to equip them with the competence, flexibility, and practical skills necessary to work effectively in global contexts. Japan’s objective with this program is to promote its “Proactive Contribution to Peace” policy. Through this initiative, it seeks to enhance the capacities of both Japanese and international civilians in areas crucial to peacebuilding and development efforts. The training will focus on four thematic areas. The program will select approximately 20 participants, including around 10 from Japan and 10 from other countries, specifically from regions such as Asia, Eastern Europe, Africa, Latin America, and the Middle East. Countries eligible to participate include: African Union Commission, Armenia, Cambodia, Cameroon, Ecuador, Guatemala, Iraq, Nepal, Palestine, Papua New Guinea, South Sudan, and Timor-Leste. JOB DESCRIPTION JOB TITLE: Program Officer – Data Management and Analysis FT/PT Full Time (40 hours per week) LOCATION: Remote or Nairobi office without relocation support REPORTS TO: Assessment Manager About the PAL Network The People’s Action for Learning (PAL) Network is a south-south partnership of organizations working across three continents. Our Vision is to have a world where all children have a foundation for lifelong learning. Member organizations conduct citizen-led assessments and/or citizen-led actions aimed at improving learning outcomes. We generate robust evidence on learning outcomes through oral one-on-one assessments conducted in households. We work with governments and non-state actors in the education space to implement evidence-based programs for improved learning. We generate new insights to understand learning contexts and issues using data from our assessments, action programs, and other research. We use evidence to track and report on global progress as we advocate for equitable, inclusive, and quality education. The Program Officer – Data Management and Analysis: Will serve as the technical lead responsible for overseeing the collection, management, analysis, and reporting of data across PAL Network’s multi-country educational assessment and action projects. This role is pivotal in ensuring that data processes are robust, efficient, well documented, and easy- to-understand. The officer will be highly proficient in the use of statistical software (State, R, or Python) and database systems (PgAdmin, SSMS). The officer will lead network-wide data analysis of large-scale, multi-country datasets, laying the foundations for high quality research reports, policy and practice briefs, conference presentations and other materials. The officer will translate raw data into actionable insights, supporting the member countries and the Secretariat to make evidence- based decisions that continually improve data collection, monitoring, analysis, documentation, and reporting. The role involves a high degree of collaboration with PAL Network’s member country teams and global assessment experts, requiring a sophisticated understanding of data integrity, privacy, and analytical methodologies. The officer will employ advanced statistical techniques, data visualisation, and effective data communication strategies to ensure that research findings are easy- to-understand, directly supporting PAL Network’s mission to generate evidence through assessments and actions to understand and improve children’s foundational learning.
